LOLER Inspections for Vehicle Lifts: What UK Garages Need to Know
Every vehicle lift working in a UK garage sits under a legal duty that has nothing to do with the manufacturer's warranty or the service contract. It is called LOLER, and the responsibility for meeting it rests with the business operating the lift — not the supplier, and not the engineer who fitted it.
The rules themselves are short and reasonably clear. What causes trouble is the detail: how often an examination is due, who is allowed to carry it out, and the difference between a thorough examination and the routine service most garages already book. This guide sets out what applies to vehicle lifts specifically, and what a compliant garage keeps on file.
What LOLER is
LOLER stands for the Lifting Operations and Lifting Equipment Regulations 1998. It applies to lifting equipment provided for use at work, and it places duties on the employer or self-employed person who controls that equipment.
For a garage, the practical effect is straightforward. Your lifts must be suitable for the job, positioned and installed so the risks are controlled, marked with their safe working load, used in a planned and supervised way, and — the part this guide concentrates on — subject to thorough examination at defined intervals by a competent person.
LOLER sits alongside PUWER, the Provision and Use of Work Equipment Regulations 1998, which covers maintenance and safe use more broadly. The two overlap, and a garage needs both: PUWER drives your servicing regime, LOLER drives your examination regime.
Does LOLER apply to your lift?
LOLER applies to lifting equipment used at work. In practice that means:
- Commercial garages, MOT stations, fleet workshops, dealerships and bodyshops — LOLER applies to every vehicle lift on site, including mobile column lifts and any lifting accessories.
- Private home workshops — a lift installed at home purely for personal use falls outside LOLER, because there is no work activity and no employee. The regulations do not follow the equipment; they follow the work.
- Home workshops used for any paid work — if you take in jobs for payment, even occasionally, the position changes and the duties apply.
Insurers frequently take a firmer line than the regulations do. It is worth reading your policy wording, as cover for a workshop incident can hinge on examination records being current.
How often must a vehicle lift be examined?
This is where most confusion arises, because the regulation sets out two default intervals and vehicle lifts sit awkwardly between them.
Under LOLER, and unless an examination scheme says otherwise, thorough examination is required:
- At least every 6 months for lifting equipment used to lift people, and for all lifting accessories.
- At least every 12 months for all other lifting equipment.
- Or at intervals set by an examination scheme drawn up by a competent person, where use, condition or environment justify something different.
Read literally, a vehicle lift does not lift people, which would place it in the 12-month category. In practice the settled position across the industry — and the one the Garage Equipment Association sets out — is 6-monthly examination for vehicle lifts. The reasoning is that technicians work directly underneath a raised vehicle, so the consequences of an undetected defect are the same as they would be on equipment carrying people.
Six months is also what most examination schemes, insurers and GEA-accredited engineers work to. Unless a competent person has drawn up a written scheme for your specific equipment that says otherwise, six months is the interval to plan around.
A thorough examination is also required outside the normal cycle after exceptional circumstances — significant damage, a major repair or modification, a long period out of service, or relocation to a new site.
A thorough examination is not a service
These are two different activities with two different purposes, and treating one as the other is the most common compliance failure we see.

A service visit does not satisfy LOLER, however comprehensive it is. Equally, a thorough examination does not keep your lift maintained — the examiner reports on condition, they do not put things right.
Who can carry out the examination
LOLER requires a competent person. The Approved Code of Practice describes this as someone with sufficient practical and theoretical knowledge and experience of the equipment to identify defects and judge how serious they are.
Two points matter more than the job title:
- Independence. The competent person should not be responsible for the routine maintenance of the same equipment. The principle is simply that nobody should be marking their own work.
- Relevant experience. Vehicle lifts have their own failure modes — carriage wear, lock engagement, anchor condition, hydraulic and cable integrity. General lifting experience is not the same thing.
The same principle rules out the engineer who installed your lift examining it afterwards. If your maintenance and examination are both booked through one supplier, ask how they separate the two functions before you assume it is covered.
What the examiner checks
The scope varies with lift type, but a vehicle lift examination generally covers:
- Structure — columns, baseplates, crossbeams, welds and any sign of distortion or corrosion.
- Anchoring and floor — bolt condition and torque, and the state of the concrete around each fixing. Cracking or spalling near an anchor is a serious finding.
- Safety devices — mechanical locks and latches, their engagement and release, overload protection and emergency stop function.
- Lifting media — hydraulic rams, hoses and connections for leaks and wear; chains, cables and their terminations; equalisation between carriages or rams.
- Carriages and arms — slide pads, arm restraints, pad condition and secure adjustment.
- Controls and electrics — control operation, isolation, guarding and cable condition.
- Markings — the safe working load must be clearly displayed and legible.
- Function under load — operation through the full travel, including lock engagement at height.
The examiner may also carry out supplementary testing where it is needed to reach a conclusion, though this is not a routine part of every visit.
Before a new lift is used for the first time
Where the safety of lifting equipment depends on how it has been installed, LOLER requires a thorough examination before it is put into service. A newly installed vehicle lift falls squarely into this category.
A properly handled installation therefore produces two separate documents: an installation certificate from the installing engineer, confirming the lift has been fitted in accordance with the manufacturer's instructions and BS 7980, and a report of thorough examination from a competent person before the lift carries its first vehicle. Both belong in your records from day one.
This is also the point at which floor condition matters most. If the slab beneath a two-post lift is too thin, too weak or unsound, no amount of subsequent examination will resolve it — the anchors will not hold as designed. Records you need to keep
You must keep the report of thorough examination and be able to produce it in written form when it is asked for — by an HSE or local authority inspector, by your insurer, or by a buyer if you sell the equipment on. Digital records are acceptable provided they are secure against alteration and can be printed.
A sound file for each lift contains:
- The declaration of conformity and manufacturer's documentation.
- The installation certificate.
- The pre-service report of thorough examination.
- Every subsequent report of thorough examination.
- Service and maintenance records.
- A record of any repair carried out in response to a reported defect.
Reports should be retained until at least the next examination is carried out; in practice, keeping the full history for the life of the lift is more useful and costs nothing.
What happens if a defect is found
Where the competent person identifies a defect that is, or could become, a danger to people, they must report it to you verbally at the time and follow it with a written report. Equipment with a dangerous defect must be taken out of use until the fault is put right — in a busy workshop that means the lift is isolated and physically labelled, not simply avoided.
Dangerous defects are also reported to the relevant enforcing authority. Less serious findings are recorded with a timescale for remedy, and it is your responsibility to see that the work is done within it.

A workable compliance routine
Most garages that stay on top of LOLER do the same handful of things:
- Keep a dated list of every lift on site, with its next examination due date.
- Book thorough examinations six months ahead rather than reacting to the certificate expiring.
- Use different providers, or clearly separated teams, for servicing and examination.
- Carry out and record the manufacturer's daily and weekly user checks — locks, controls, arm restraints, visible damage.
- Act on reported defects within the stated timescale and file the evidence that you did.
- Brief new technicians on safe use, including load limits and correct pick-up points.
Frequently asked questions
How often does a car lift need a LOLER inspection in the UK?
Every six months for vehicle lifts in a workplace. LOLER's default for equipment that does not lift people is twelve months, but because technicians work beneath a raised vehicle, GEA guidance and standard industry practice apply the six-month interval. A written examination scheme drawn up by a competent person can set a different interval.
Is a LOLER inspection a legal requirement?
Yes, for lifting equipment used at work. Thorough examination under LOLER is a legal duty on the business operating the equipment, and reports must be available for inspection.
Can my service engineer do the LOLER examination?
Not for equipment they maintain. The competent person should be independent of routine maintenance on the same lift, which also rules out the engineer who installed it.
Does LOLER apply to a lift in my home garage?
Not if it is used purely privately, with no work activity. If any paid work is carried out, the duties apply.
What is BS 7980?
BS 7980 is the British Standard covering the installation, maintenance and thorough examination of vehicle lifts. Installation to BS 7980 is what a competent installer's certificate should confirm.
What happens if I cannot produce a current report?
The lift should not be in use. An inspector finding equipment in service without a valid report of thorough examination can issue improvement or prohibition notices, and your insurance position may be affected.
